Alibaba's review agent adds secret-file exclusions and path checks

Open Code Review 1.12.3 adds exclusions for secret paths and per-environment .env files, fixes path traversal handling in its search and comment tools, and improves recovery from malformed tool-call JSON. The open-source CLI combines deterministic review stages with a configurable tool-using model.
