Anthropic revises Claude rules for deceptive campaigns, elections and high-risk uses

Anthropic published an updated Usage Policy effective November 12. It consolidates bans on deceptive campaigns, narrows election restrictions to voter deception and disruption, and removes its blanket ban on personalized campaign targeting. It also clarifies human review for high-risk uses and adds controls for autonomous physical actions. Several sections clarify existing enforcement; the election-targeting rule is a substantive change.
