Agent-Native adds checks for agent-generated regular expressions

New shared helpers reject recognized ambiguous regex patterns before execution and cap input for accepted patterns. A tri-state result distinguishes a mismatch from a rule that was not evaluated. The release also fixes aborted WebMCP mutations that could otherwise continue after an approval prompt.
