Agent-Native 0.198.3 preserves queued intent through resumed agent streams

Builder.io's Toolkit 0.198.3 release preserves queued chat intent across asynchronous preparation and resumed runtime streams. It also keeps route and filter context available with a closed sidebar and respects host submission guards when agent suggestions are selected. These are developer-toolkit changes, not evidence that every downstream app has adopted them.
