Needle adds hosted fine-tuning and model management to its CLI

Needle now includes a platform CLI and Python client for hosted full-model fine-tuning, synthetic-data generation, job and model management, and downloading tuned .cact files for local use. The service trains and scores multiple model depths, but requires an account and plan; this evidence is a main-branch commit rather than a tagged package release.
