DigitalOcean opens Insights observability and its API in public preview

The preview brings dashboards, metrics, logs, traces and metric alerts to supported DigitalOcean resources and regions. The API can query metrics and logs and manage alert rules and notification channels. Telemetry varies with resource type and configuration.
