OpenAI Agents SDK 0.22.3 aligns approvals with validated tool arguments

The Python SDK patch fixes conditional approvals, missing-tool output during server-managed resume, concurrent SQLite startup and cleanup when streams close early. It also corrects tool-usage accounting and updates vulnerable dependencies without changing SDK APIs.
