Codex 0.159.3 adds optional account-security reminders for eligible local sessions

The stable Codex CLI patch can show optional reminders to complete account-security setup in eligible local sessions signed in with ChatGPT. Its published notes do not introduce a new model, mandatory security enrollment or a universal reminder for every account.
