OpenSpec 1.13.1 tightens agent workflow validation and archive checks

The spec-driven development toolkit patches configuration-injection and update-check risks, validates all bulk-archive targets before writing, and stops unfamiliar task markers from hiding unfinished work. This September 17 release was found in a first-source review, not launched in the current six-hour window.
