ElevenAgents can queue callers instead of rejecting calls at capacity

ElevenLabs added opt-in call queueing for agents at their concurrency limit. Callers hear hold audio and receive queue-state updates until admitted or timed out, with custom hold audio supported. The September 14 API notes say queue time is excluded from billed call time. Queueing is not unlimited capacity, and an owner must enable and configure it.
